New Procedure types
As restrictions and procedures continue to change we added two new categories.
BEFORE_ARRIVAL
Countries started to impose additional procedures, most frequently proof of a negative COVID-19 test result.
NO_COVID_19_TEST
In order to better indicate if a COVID-19 test is required or not
